Remake batch 25 and its neighbor re-points, batch 24 where missing, and the adopted-electrical-code parameter: brought in line with the authoring repository

Rewritten to own MV cable end to end: voltage class and insulation level derived from the system, shield grounding arrangement, splices, terminations and the field test method (VLF, tan delta, PD) that acceptance testing defers here.

Corpus sync: neutrality remakes, note hygiene, datasheet relocation, transformer-split cross-refs
